Cancelled and delayed flights
14.1 | The air carrier has a right to delay or cancel flights for commercial reasons and for reasons beyond of its control. |
14.2 | The air carrier is obliged to take all necessary measures to avoid delays in the air transportation of passengers and baggage. |
14.3 | In the case of force-majeure circumstances the air carrier has a right, without notification to the passenger, to cancel or delay the flight, or cancel the previously approved reservation. In other cases the air carrier or its air transportation sales agents are obliged to notify passengers concerning delays or cancellation of flights no later than three hours before check-in is due to commence. Information about the delay or cancellation of the flight should be made by the air carrier to the automated reservation systems/global distribution systems no later than 8 hours before departure. Otherwise, the air carrier independently informs the passenger about the delay, cancellation of the flight or cancellation of the reservation and is responsible for the timely notification of the passenger. In the case of force-majeure circumstances the air carrier may land on an airport, unpredictable by flight schedule. In this case, transportation to the airport, where the passenger was supposed to arrive on the flight, indicated in the ticket, is carried out at the expense of the air carrier. |
14.4 | In the case of flight delays, the air carrier by itself or through a handling agent (airport operator) will notify passengers by available means in the departure airport every 30 minutes concerning approximate length of flight delay and approximate time of its departure.. |
14.5 | If a flight is delayed beyond a reasonable time or a flight is canceled, the air carrier, must inform the State Aviation Service of the reasons for the delay (cancellation) of the flight and the service that was provided to passengers during such a delay or flight cancellation no later than 12 hours after the departure of the delayed flight or the decision to cancel the flight. |
14.6 | In the case of making the carriage with various tickets and causing the passenger losses related to being late to the transfer point to continue the journey, the question of compensation for damages by the air carrier who delayed the flight is considered in a complaint procedure. |
